City Completes Reconstruction of Papania Street

New Orleans East Street from Chef Menteur Highway to Dwyer Canal Undergoes Full Reconstruction

NEW ORLEANS, LA (October 31, 2008) – City officials and residents of New Orleans East residents will gather for a ribbon cutting ceremony on Monday at 2pm to mark the reconstruction of Papania Street from Chef Menteur Highway to the Dwyer Canal, part of $363 million of street repairs and projects the city will undertake over the next few years. The event will take place on the corner of Papania and Dreux Streets (down from Chef Mentur Highway).

“As we recover from the devastation of Hurricane Katrina and the flooding that followed, we are rebuilding our city even better than it was before,” said Mayor C. Ray Nagin. “Work on this street was planned before Hurricane Katrina, and as part of our commitment to restoring the infrastructure of New Orleans, we have expedited and completed this project. Our citizens can look forward to the completion of many others in the coming months.”

The City of New Orleans, Department of Public Works began this roadway reconstruction project on November 26, 2007. It was funded by the citizen-approved 2000 City of New Orleans General Obligation Bonds..

The scope of work includes the removal and replacement of existing pavement with asphalt roadway on top of a crushed stone base. In addition, the City replaced all utilities including water, sewer and drainage system. The project also includes replacement of curbs and gutters, installation of American Disabilities Act (ADA) compliant handicap ramps at intersections and sidewalks, and traffic controls and street striping as required.

“The completion of work on Papania Street is another step toward improving our roadways and sidewalks in New Orleans East,” said Robert Mendoza, Director of Public Works. “As we enter the fourth year of recovery, the completion of projects around the City helps to improve the quality and safety of our streets.”

The estimated $3.9 million project extended approximately 2,675 feet. Digital Engineering and Imaging, Inc., a Kenner, Louisiana based construction company, performed the construction work.

Since January 2008, the City of New Orleans has completed the following roadway construction projects:

Robert E. Lee boulevard Rehabilitation (Pontchartrain Boulevard – Wisner Boulevard) – Completed in February
Adele Street Reconstruction (Vanderkloot Avenue – Citrus) – Completed in April
Fulton Street Reconstruction (Vanderkloot Avenue – Citrus) – Completed in April
Annunciation Street Rehabilitation (Octavia Street – St. Joseph Street) – Completed in May
Erato Street Rehabilitation (Magnolia Street – Claiborne Avenue) – Completed in May
Magnolia Street Rehabilitation (Erato Street – Earhart Boulevard) – Completed in May
Fleur de Lis Boulevard Reconstruction (I-10 – Veterans Boulevard) – Completed in June
Cardenas Street Reconstruction (Chef Menteur Highway – Dwyer Canal) – Completed in July
Marconi Boulevard Rehabilitation (Robert E. Lee Boulevard – Norfolk Southern Railroad) – Completed in July

In addition, the Department has started construction on the following roadway construction projects:
